be used for a State grant to Baltimore City for the
construction and equipping of an animal hospital at the
Baltimore City Zoo in Druid Hill Park, including the

payment of architects' and engineers' fees; specifying

certain conditions for the payment of these funds; and
providing generally for the issuance and sale of bonds
evidencing the loan.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1451.

This bill authorizes a $2,300,000 State debt for an
animal hospital at the Baltimore Zoo.

Senate Bill 891, which was enacted by the General
Assembly and signed by me on May 29, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1451.

FOR the purpose of exempting certain bona fide church school
vehicles Type I and Type II school vehicles owned by a
religious organization from vehicle registration fees.
