3211                                                  VETOES

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1203.

This bill requires, in certain instruments transferring
title to property under the recordation tax and State
property transfer tax, inclusion of statements of the actual
consideration and the amount of any debts secured or
incurred by the transfer of property.

Senate Bill 399, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1203.

Sincerely,
Blair Lee III
Acting Governor
