Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1202.

This bill provides that members of the Employees',
Teachers', and State Police Retirement Systems who retired
on or after a certain date with a certain number of years of
service, are eligible to receive a supplemental retirement
allowance under certain conditions and in a certain amount.

Senate Bill 714, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
1202.

House Bill No. 1203 - Recordation and Property
Transfer Taxes

AN ACT concerning

Recordation and Property Transfer Taxes

FOR the purpose of requiring the inclusion in certain
instruments transferring title to property, including
instruments securing a debt, under the recordation tax
and State property transfer tax of statements of the
actual consideration payable upon transfer of the
property and the amount of any debts secured or
incurred by the transfer of property, or requiring
these instruments to be accompanied by a separate
affidavit stating such actual consideration.
