requirement that the members be reimbursed "in
accordance with the standard State travel
regulations" is substituted for the present
reference to reimbursement "for their necessary
expenses". This conforms with language used
elsewhere in this article. See, e.g., §14—102 of
this article.

13-203. CHAIRMAN AND OTHER OFFICERS; MEETINGS.

(A)   CHAIRMAN.

EACH YEAR THE BOARD OF REGENTS:

(1)   SHALL ELECT ONE OF ITS NONSTUDENT MEMBERS AS
ITS CHAIRMAN; AND

(2)   MAY ELECT ANY OTHER OFFICER IT REQUIRES.

(B)   MEETINGS.

THE BOARD SHALL DETERMINE THE TIME AND PLACE OF ITS
MEETINGS AND MAY ADOPT RULES FOR THE CONDUCT OF ITS
MEETINGS.

REVISOR'S NOTE: This section is new language added to
clarify the existence of a chairman of the Board,
and to set out the authority of the Board to
meet.

13-204. POWERS AND DUTIES OF BOARD.

(A)   IN GENERAL.

IN ADDITION TO ANY OTHER POWERS GRANTED AND DUTIES
IMPOSED BY THIS SUBTITLE, AND SUBJECT TO THE PROVISIONS OF
TITLE 12 OF THIS ARTICLE AND ANY OTHER RESTRICTIONS IMPOSED
BY LAW OR BY ANY TRUST AGREEMENT INVOLVING A PLEDGE OF
PROPERTY OR MONEY, THE BOARD OF REGENTS HAS THE POWERS AND
DUTIES SET FORTH IN THIS SECTION.

REVISOR'S NOTE: This subsection is   new language derived

from Art. 77A, §74(e). New   language is added to

make clear that the powers     enumerated in this
section are not exclusive.

see especially Title 12 of this article, on the
State Board for Higher Education, the revisor's
note to §13-201 of this subtitle, and the General
Revisor's Note to this subtitle.

(B)   RULES AND REGULATIONS.

THE BOARD OF REGENTS MAY ADOPT RULES AND REGULATIONS
NOT INCONSISTENT WITH LAW FOR THE GOVERNMENT AND MANAGEMENT
OF MORGAN STATE UNIVERSITY.
