THERE IS A MORGAN STATE UNIVERSITY, WHICH:

(1)   OFFERS BACCALAUREATE DEGREES IN THE ARTS AND
SCIENCES;

(2)   EMPHASIZES AN URBAN ORIENTED EDUCATION; AND

(3)    OFFERS THE PROFESSIONAL AND GRADUATE PROGRAMS
APPROVED BY ITS BOARD OF REGENTS AND THE STATE BOARD FOR
HIGHER EDUCATION.

REVISOR'S NOTE: This section is new language which
combines, without substantive change, Art. 77A,
§§ 72 and 73.

The present reference to the change of name from
Morgan State "College" to "University" is deleted
as obsolete, since the change has been
accomplished.

In item (3) of this section, the present
reference to programs approved by the "Board of
Trustees" is changed to Board of Regents. This

corrects an apparent oversight.

Reference to the "State Board for Higher
Education" is substituted for the present
"Maryland Council on Higher Education" to reflect
current agency nomenclature.

It should be noted that, although Morgan is an
independent institution, the Board of Trustees of
the State Colleges and Universities retains
certain jurisdiction over Morgan resulting from
that Board's issuance of certain bonds when
Morgan was a State college. As to these bonds,
see the General Revisor's Note to Title 14 of
this article.

13-202. BOARD OF REGENTS.

(A)     ESTABLISHED.

THE GOVERNMENT OF MORGAN STATE UNIVERSITY IS VESTED IN
THE BOARD OF REGENTS OF MORGAN STATE UNIVERSITY.

(B)       COMPOSITION.

THE BOARD OF REGENTS CONSISTS OF 13 MEMBERS APPOINTED
BY THE GOVERNOR.

(C)   QUALIFICATIONS.

(1) EACH MEMBER OF THE BOARD SHALL BE A RESIDENT
OF THIS STATE.

(2) ONE MEMBER SHALL BE A STUDENT IN GOOD
