Senate Bill 822, which was enacted by the General
Assembly and signed by me on May 29, 1978, accomplishes the
same purpose as House Bill 649. In addition. Senate Bill
822 contains a public notice requirement for the issuance of
these emergency licenses, a provision not contained in House
Bill 649. The sponsor of House Bill 649 has advised me that
a veto of this measure is acceptable to him because the
language of Senate Bill 822 is preferable in this one
regard.

For these reasons, I have decided to veto House Bill
649.

AN ACT concerning

State Wetlands - Appeals

FOR the purpose of providing for judicial appeal from a
decision of the Board of Public Works on an application
for a license to dredge or fill on State wetlands;
where the appeal shall be filed; time for filing the
appeal; and that the appeal shall be on the record
below.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 651.

This bill provides for certain judicial review of
decisions of the Board of Public Works on State wetlands
applications.

Senate Bill 821, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.
