766 or Senate Bill 435, both of which increase the inflation
allowance for homestead property be signed into law, very
few homeowners will receive a tax credit as a result of
Section 12F-7 for the 1978-1979 tax year.
House Bill 636 repeals Section 12F—7(d) and (e) and
enacts a new Section 12F-7(d), (e), and (e—1) . This bill
parallels the provisions of Senate Bill 543 and House Bill
772 with one exception. It does not extend this tax credit
to the 1979-1980 tax year. Consequently, we approve House
Bill 636 for constitutionality. However, if either Senate
Bill 543 or House Bill 772 is signed into law. House Bill
636 should not be signed since, not only would it be
unnecessary as to content, the provisions of House Bill 636
are divided into subsections in a fashion inconsistent with
Senate Bill 543 and House Bill 772.

AN ACT concerning
State Wetlands - Emergency Licenses
FOR the purpose of providing that a license to dredge or
fill on State wetlands may be granted without a hearing
under certain conditions; and providing for a hearing
within a certain period of time after the granting of
the license.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 649.
This bill permits the Board of Public Works to grant an
emergency license to dredge or fill on State wetlands
without the required hearing if certain conditions exist and
provides for a hearing within a certain period of time after
the granting of the emergency license.
