House Bill 1793, which was enacted by the General
Assembly and signed by me on May 16, 1978, excludes farm
silos in all counties from valuation for purposes of State
and county taxation.

Since the purpose of House Bill 290 is accomplished by
the enactment and signing of House Bill 1793, it is
unnecessary for me to sign House Bill 290.

House Bill No. 314 — Juvenile Causes — Definitions

AN ACT concerning

Juvenile Causes — Definitions

FOR the purpose of redefining, for purposes of the Juvenile
Causes subtitle, "child in need of supervision" to
eliminate the lack of fault on the part of the person
with custody of the child as a factor and to clarify
the other definitional conditions for such
adjudication.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 314.

This bill redefines a "child in need of supervision" in
the provisions of the Juvenile Causes law.

Senate Bill 551, which was enacted by the General
Assembly and signed by me on May 29, 1978, clarifies and
otherwise amends numerous provisions of the Juvenile Causes
law. In doing so, Senate Bill 551 also redefines a "child
in need of supervision" in a manner consistent with the
intention of House Bill 314.
