require a net worth of from $50,000 to $75,000 in net quick
assets in order for a dealer to qualify. A substantial
number of independent dealers in the state might have been
forced out of business. Pennsylvania's bond was restored to
the $5,000 level as a result.

I have asked the Department of Transportation to
consider that type of situation and to address the issue of
increased surety bonds in appropriate departmental
legislation next year.

For these reasons, I have decided to veto House Bill
163.

Hospital - Board of Governors

AN ACT concerning

Garrett County - Memorial Hospital — Board of Governors

FOR the purpose of increasing the membership of the Board of
Governors of the Garrett County Memorial Hospital;
providing for a term of office for these members;
generally relating to the Board of Governors of that
Hospital; and providing that this Act is an emergency
measure.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 174.

This bill alters the membership of the Garrett County
Memorial Hospital.

Senate Bill 468, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose. In addition, the language of Senate Bill 468
