In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 135.

This bill permits municipalities in Charles and St.
Mary's Counties to contract directly with the Maryland State
Police for certain services in those counties.

Senate Bill 355, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
135.

House Bill No. 163 - Vehicle Laws - Surety Bonds

AN ACT concerning

Vehicle Laws - Surety Bonds

FOR the purpose of increasing the amount of surety bonds
bond required to be filed with the Motor Vehicle
Administration as a condition of licensing for certain
automobile vehicle dealers and salesmen.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 163.

This bill increases the amount of a surety bond
required to be filed with the Motor Vehicle Administration
as a condition of licensing for dealers of certain vehicles.

I am concerned about the increases provided by this
bill because of the events occurring in the State of
Pennsylvania when a law similar to this bill was enacted.
That state increased its bonding requirement from $5,000 to
$25,000. However, it was discovered that the increase would
