Dear Mr. President:

In accordance with Article II, Section 17, of the
Maryland Constitution, I have today vetoed Senate Bill 961.

This bill prohibits the use of gill nets of a certain
size.

House Bill 212, which was enacted by the General
Assembly and signed by me on May 16, 1978, accomplishes the
same purpose. In addition, House Bill 212 prohibits the use
of certain size gill nets in the Chesapeake Bay and its
tributaries, and prohibits their use during certain months
within 1,200 feet of the Chesapeake Bay bridge.

Since the purpose of Senate Bill 961 is accomplished by
the enactment and signing of House Bill 212, it is
unnecessary for me to sign Senate Bill 961.
