VETOES

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 977.

This bill requires the County Commissioners of Kent
County to establish a system for the publication of certain
job vacancies.

The Attorney General has advised me that Senate Bill
977 is in contravention of Article XI-F of the Maryland
Constitution, the Code County Home Rule provisions. A copy
of the Opinion of the Attorney General is attached and
should be considered a part of this veto message.

For this reason, I have decided to veto Senate Bill
977.

Re: Senate Bill 977

Dear Governor Lee:

We regret to inform you that, in our opinion, Senate
Bill 977, which would require the county commissioners of
Kent County to establish a system for the publication of job
vacancies, is constitutionally impermissible.

Under the provisions of Maryland Constitution, Article
XI-F, with exceptions not here pertinent:

"... the General Assembly shall not enact, amend,
or repeal a public local law which is special or
local in its terms or effect within a Code
County."

Under Section 1 thereof, public local law means:
