the purpose of the Act; defining terns; specifying the
powers and duties of the Agency; specifying the duties
of the Governor; creating the Statewide Health
Coordinating Council and specifying its powers, duties,
and composition; authorizing the acceptance of federal
funds and other funds; requiring certain cooperative
actions by State agencies; requiring the issuance of a
certificate of need by the State agency in order to
operate certain health care projects; requiring certain
notices to certain elected representatives; prohibiting
certain activities; providing for the appeal of certain
decisions by the State agency and the Secretary;
amending and repealing certain provisions which are
inconsistent with the requirements of the Act;
providing for the transfer of certain employees and
assets and liabilities to the Health Planning and
Development Agency; and generally relating to the
administration of the State's health planning and
development function pursuant to certain relevant
federal requirements and State statutes.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 591.
This bill relates to the administration of the State's
health planning and development function.
House Bill 972, which was enacted by the General
Assembly and signed by me on May 29, 1978, accomplishes the
same purpose.
Therefore it is unnecessary for me to sign Senate Bill
591.
