Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 588.

This bill requires that the standards of the State
Board of Education for approval of educational programs for
handicapped individuals, located inside and outside the
State, be the same standards and prohibits approval of a
program located outside the State if its charges for
Maryland pupils exceed the charges for pupils from any other
State.

House Bill 727, which was enacted by the General
Assembly and signed by me on May 29, 1978, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
588.
