This bill, and the companion measure. House Bill 587,
are technical bills introduced on behalf of the Department
of Personnel. They redefine, for purposes of the Pension
Article, the terms "employee," "regular interest," and
"average final compensation".
Senate Bill 980, which was enacted by the General
Assembly and signed by me on May 29, 1978, exempts from the
Teachers' and Employees' Retirement Systems, certain
employees under the Comprehensive Employment and Training
Act. In doing so, Senate Bill 980 amends the provision of
the Pension Article defining "employee".
These three measures are legally inconsistent, and all
three should not be signed. Therefore, the Department of
Personnel has requested that the departmental measures,
Senate Bill 268 and House Bill 587, be vetoed in favor of
the substantive measure. Senate Bill 980.
For these reasons, I have decided to veto Senate Bill
268.

Leases Subject to Board Approval
AN ACT concerning
The Board of Public Works - Leases Subject to
Board Approval
FOR the purpose of providing that the requirement that the
Secretary of the Department of General Services shall
submit all proposals for leases for office or building
space rental to the Board of Public Works for final
approval shall not apply if Board of Public Works
regulations provide otherwise; providing that the Board
of Public Works may adopt regulations, subject to
approval by a certain committee, by which State
departments, boards, commissions, or other agencies may
enter into land, building, or facility space leases or
lease renewals prior to or without Board of Public
Works approval under certain conditions specified in
the Act; and clarifying language.
