Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 278.

This bill requires the Secretary of General Services to
submit proposals for office space rentals to the Board of
Public Works and authorizes the Board to adopt regulations
by which State agencies may enter into office space leases.

During     the legislative process, an amendment was

adopted to     the bill which requires that the AELR Committee

approve such   regulations adopted by the Board of Public
Works.

I have today vetoed House Bill 619. Based upon the
same policy considerations set forth in the veto message
accompanying House Bill 619, I have decided to veto Senate
Bill 278.
