JOINT RESOLUTIONS

economic and social benefit from the State's fishing,
clamming, and oystering industries; and

WHEREAS, It is vital to these industries that waterways
be kept clear of ice so that watermen may continue to work
during freezing periods of winter; and

WHEREAS, The Department of Natural Resources is charged
with the responsibility of preserving these vital
industries; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
General Assembly requests the Department of Natural
Resources to form a committee comprised of several members
of the Fisheries Administration and several members of local
communities who are actively involved in commercial fishing,
clamming, and oystering to discuss the problems arising from
the freezing of small creeks and waterways in the State; and
be it further

RESOLVED, That this committee shall report its findings
to the Governor by January 1, 1979; and be it further

RESOLVED, That copies of this Resolution be sent to the
Honorable James B. Coulter, Secretary of Natural Resources,
Tawes State Office Building, Annapolis, Maryland 21401.

A House Joint Resolution concerning

Tanks Containing Hazardous Materials

FOR the purpose of requesting certain State agencies to
conduct a joint study to make certain determinations
about State efforts to ensure the safety of tanks
containing hazardous materials; and requesting those
agencies to make a joint report to the General Assembly
no later than a certain date.

It is an unpleasant reality of our technological
civilization that many useful and necessary industrial,
commercial, and agricultural activities require the use and
storage of substances which are explosive or inflammable,
produce noxious fumes when exposed to air, or may otherwise
present substantial danger to human health and safety or to
property if improperly contained. The government of this
State has an obligation to ensure that tanks containing
hazardous materials are designed, constructed, maintained,
