JOINT RESOLUTIONS

and the Department of Health and Mental Hygiene are
requested to prepare immediately a memorandum of
collaboration on the establishing, licensing, certification,
supervision, and funding of noninstitutional programs and
facilities for the elderly; and be it further

RESOLVED, That copies of this Resolution be forwarded
to Steny H. Hoyer, President of the Senate; John Hanson
Briscoe, Speaker of the House; Dr. Matthew Tayback,
Director, State Office on Aging; Richard A. Batterton,
Secretary of the Department of Human Resources; Dr. Neal
Solomon, Secretary of the Department of Health and Mental
Hygiene; Mr. William S. Ratchford II, Director of the
Department of Fiscal Services; and Mr. Thomas Schmidt,
Secretary of the Department of Budget and Fiscal Planning.

A House Joint Resolution concerning

Nursing Education

FOR the purpose of charging postsecondary institutions in
Maryland which offer a baccalaureate degree in nursing
with the responsibility for recruiting registered
nurses who wish to pursue such studies; and requesting
that this charge be included in the State Board for
Higher Education's master plan. further education at
the baccalaureate level.

WHEREAS, As a result of the lack of coordinated
planning for postsecondary education in Maryland, the State
faces a serious shortage in nursing manpower, i.e. a lack of
adequate opportunities for registered nurses who wish to
further their education by earning a baccalaureate degree in
nursing; and

WHEREAS, This matter is of serious concern to a large
segment of registered nurses in Maryland now numbering over
12,000; and

WHEREAS, Some of these registered nurses have earned
baccalaureate degrees in other than the nursing field, at
more costly out-of-state institutions, and in nonaccredited
external degree programs where evening, part—time,
experimental experiential, and home study arrangements are
available; and

WHEREAS, The School of Nursing at the University of
