administering the Medical Assistance Program; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
President of the Senate and Speaker of the House are
requested to initiate a study of agency responsibility for
administration of Medicaid to determine which administrative
agency should be charged with that administrative task; and
be it further
RESOLVED, That this study be conducted by the Joint
Oversight Committee on Medicaid or another appropriate
committee in either house as designated, by the President and
the Speaker; and be it further
RESOLVED, That the committee designated is requested to
report to the General Assembly on or before January 1, 1979;
and be it further
RESOLVED, That copies of this Resolution be sent to the
President of the Senate and Speaker of the House.

A House Joint Resolution concerning
Elderly Persons - Noninstitutional Care Facilities
FOR the purpose of requesting the Department of Health and
Mental Hygiene, the Department of Human Resources, and
the State Office on Aging to prepare a memorandum of
collaboration with respect to the establishing,
licensing, certification, supervision, and funding of
noninstitutional programs and facilities for elderly
persons, including sheltered housing, domiciliary care,
home care, and day care.
The House Ways and Means Committee, as a result of its
study during the 1977 Legislative Interim of alternatives to
intermediate nursing home care, has become concerned about
the adequacy of programs and facilities of
noninstitutionalized care for the elderly in Maryland. The
Committee has found that there are an insufficient number of
such facilities and that immediate emphasis should be placed
on encouraging the growth of these facilities in both the
private and public sectors; now, therefore, be it
