JOINT RESOLUTIONS

WHEREAS, At least 3,000 homeless men use the Baltimore
Rescue Mission for shelter each year and Project PLASE
estimates that there are 8,000 to 10,000 homeless people in
Baltimore City yearly; and

WHEREAS, The Baltimore City Emergency Services Center
served about 36,000 people last year with food, shelter,
utilities, and fuel; and

WHEREAS, The Census Bureau reports that well over
400,000 Marylanders have incomes below the poverty level;

and

WHEREAS, The Department of Human Resources seems to be
the one State agency that could best undertake a targeting
of one of these areas of emergency need and develop a
matched funding plan for addressing this need; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Department of Human Resources target one commonly cited area
of emergency need and develop a matched funding plan for
addressing this need; and be it further

RESOLVED, That the results of this undertaking be
transmitted to the General Assembly on the first day of the
1979 Session.

A House Joint Resolution concerning

Agency Responsibility for Medicaid Administration

FOR the purpose of requesting the President of the Senate
and Speaker of the House to initiate a study of agency
responsibilities for administration of Medicaid by the
Joint Oversight Committee on Medicaid or other
appropriate committee.

WHEREAS, The State of Maryland has divided the
responsibility for the administration of the Medical
Assistance Program between the Department of Health and
Mental Hygiene and the Department of Human Resources; and

WHEREAS, It appears that there exists a lack of
coordination between the Department of Health and Mental
Hygiene and the Department of Human Resources in efficiently
