WHEREAS, An appropriate sentence may have a deterrent
effect on the commission of crimes against the elderly in
the future and contribute to a feeling of security among the
elderly; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Maryland Judicial Conference place on the agenda for its
next annual meeting a recommendation that all judges
consider the age of the victims when imposing sentences on
persons convicted of crimes against the elderly; and be it
further
RESOLVED, That copies of this Resolution be sent to:
Hon. Robert C. Murphy, Chief Judge, Court of Appeals of
Maryland, Chairman, The Maryland Judicial Conference, County

A House Joint Resolution concerning
Department of Human Resources
Emergency Needs Study
FOR the purpose of requesting that the Department of Human
Resources undertake a study of a commonly cited area of
emergency need and develop a matched funding plan for
addressing this need.
WHEREAS, There is a continuing need for emergency
assistance for large numbers of citizens of Maryland; and
WHEREAS, The Wenocur Study found that as many as
180,000 Baltimoreans had to turn for canned goods and
emergency food to private church food cupboards in 1976; and
WHEREAS, Over 5,000 customers of the Baltimore Gas and
Electric Company had their services terminated in February
and March 1977 because they could not pay their bills,
according to statistics prepared by the Company; and
WHEREAS, Almost 200 families a month are evicted in
Baltimore City; and
