JOINT RESOLUTIONS
RESOLVED, That the consultant's report address the
problems of providing safe, adequate, and expeditious travel
in the Baltimore-Annapolis transit corridor, and in
particular Ritchie Highway; and be it further
RESOLVED, That, upon completion of the study, the
Department of Transportation hold public hearings so that
residents of the communities of Brooklyn, Glen Burnie,
Pasadena, Severna Park, and Arnold, which are affected by
Ritchie Highway, may participate and comment on any study
proposals; and be it further
RESOLVED, That the Department of Transportation is
requested to take appropriate steps at the earliest possible
time to improve travel and use of Ritchie Highway, and to
provide safe, adequate, and expeditious travel from
Baltimore to Annapolis, with minimal disruption and
disturbance to neighboring homes and residential
communities; and be it further
RESOLVED, That copies of this Resolution be sent to the
Acting Governor, the Secretary of Transportation, the County
Executive for Anne Arundel County, and the Anne Arundel
County Council.

A House Joint Resolution concerning
Crimes Against Senior Citizens
FOR the purpose of requesting the Maryland Judicial
Conference to analyze the problem of crimes against the
elderly and recommend that judges consider the age of
elderly victims of crimes when sentencing offenders.
WHEREAS, Senior citizens, because of their age and
inability to defend themselves, are often susceptible to
victimization by rowdy or criminal elements; and
WHEREAS, There is an increasing number of crimes
committed against both the person and the property of senior
citizens in this State; and
WHEREAS, The judges in the State who try persons
accused of crimes and impose sentences upon conviction are
aware of the age and other circumstances of the victims and
have a responsibility to consider the susceptibility of the
elderly victim and the effect of the crime on the victim, as
