term. These changes conform to similar
provisions appearing elsewhere in the Code-
As to subsection (c)(1) of this section, the
terms of four members expire in each odd numbered
year and the terms of five members expire in each
even numbered year.

The only other changes are in style.
12-110. OTHER ADVISORY COMMITTEES TO THE BOARD.

(A)   CREATION AUTHORIZED.

THE STATE BOARD FOR HIGHER EDUCATION SHALL APPOINT

CONTINUING ADVISORY COMMITTEES THAT REPRESENT VARIOUS

GROUPS IN THE HIGHER EDUCATION COMMUNITY INCLUDING STUDENTS
AND FACULTY.

(B)   DUTIES.

ADVISORY COMMITTEES MAY MAKE RECOMMENDATIONS TO THE
BOARD ON MATTERS THAT AFFECT THEIR CONSTITUENCIES.

12-111. INVESTIGATIONS AND EVALUATIONS OF HIGHER EDUCATION;
DEVELOPMENT OF PLAN.

(A)   INVESTIGATIONS AND EVALUATIONS.

IN CONSULTATION WITH THE AGENCIES AND INSTITUTIONS
CONCERNED WITH POSTSECONDARY EDUCATION IN THIS STATE, THE
STATE BOARD FOR HIGHER EDUCATION SHALL INVESTIGATE AND
EVALUATE ON A CONTINUING BASIS:

(1)     THE PRESENT AND FUTURE NEEDS FOR
POSTSECONDARY TRAINING AND RESEARCH FACILITIES THROUGHOUT
THIS STATE; AND

(2)   THE PRESENT AND FUTURE CAPABILITIES OF THE
PUBLIC AND PRIVATE INSTITUTIONS AND AGENCIES OF
POSTSECONDARY EDUCATION IN THIS STATE TO MEET THOSE NEEDS.

(B)   DEVELOPMENT OF PLAN.

(1) IN CONSULTATION WITH THE INSTITUTIONS AND
AGENCIES CONCERNED WITH POSTSECONDARY EDUCATION IN THIS
STATE, THE BOARD SHALL DEVELOP AN OVERALL PLAN THAT:

(I) SETS FORTH BOTH LONG AND SHORT RANGE
OBJECTIVES AND PRIORITIES OF POSTSECONDARY EDUCATION AND
METHODS AND GUIDELINES FOR ACHIEVING AND MAINTAINING THEM;
