THERE IS A SEGMENTAL ADVISORY COMMITTEE TO THE STATE
BOARD FOR HIGHER EDUCATION.

(B)   COMPOSITION OF COMMITTEE.

THE SEGMENTAL ADVISORY COMMITTEE CONSISTS OF NINE
MEMBERS APPOINTED BY THE GOVERNOR. OF THE MEMBERS:

(1)   ONE SHALL BE APPOINTED FROM NOMINEES OF THE
BOARD OF REGENTS OF THE UNIVERSITY OF MARYLAND;

(2)    ONE SHALL BE APPOINTED FROM NOMINEES OF THE
BOARD OF REGENTS OF MORGAN STATE UNIVERSITY;

(3)   TWO SHALL BE APPOINTED FROM NOMINEES OF THE
BOARD OF TRUSTEES OF THE STATE UNIVERSITIES AND COLLEGES;

(4)   TWO SHALL BE APPOINTED FROM NOMINEES OF THE
STATE BOARD FOR COMMUNITY COLLEGES, AT LEAST ONE OF WHOM
THESE APPOINTEES SHALL BE THE PRESIDENT OR MEMBER OF THE
BOARD OF TRUSTEES OF A COMMUNITY COLLEGE;

(5)   TWO SHALL BE ADMINISTRATIVE OFFICIALS OR

MEMBERS OF THE GOVERNING BOARDS OF THE PRIVATE COLLEGES AND
UNIVERSITIES LOCATED IN THIS STATE; AND

(6)   ONE SHALL BE AN ADMINISTRATIVE OFFICIAL OR
MEMBER OF THE GOVERNING BOARD OF A POSTSECONDARY
VOCATIONAL-TECHNICAL INSTITUTION LOCATED IN THIS STATE.

(C)   TERM; VACANCIES.

(1)   EACH MEMBER OF THE COMMITTEE SERVES FOR A
TERM OF 2 YEARS AND UNTIL A SUCCESSOR IS APPOINTED AND
QUALIFIES. THESE TERMS ARE STAGGERED AS REQUIRED BY THE
TERMS OF THE MEMBERS SERVING ON THE BOARD AS OF JULY 1,
1978.

(2)   A MEMBER APPOINTED TO FILL A VACANCY IN AN
UNEXPIRED TERM SERVES ONLY FOR THE REMAINDER OF THAT TERM
AND UNTIL A SUCCESSOR IS APPOINTED AND QUALIFIES.

(3)   A MEMBER MAY BE REAPPOINTED BUT MAY NOT
SERVE MORE THAN TWO FULL 2-YEAR TERMS.

REVISOR'S NOTE: This section presently appears as Art.
77A, §28(e).

Subsection (b) (4) of this section is unclear as
to whether a community college president must be
appointed to the committee or merely must be on
the list of nominees.

In subsection (c) (1) and (2) of this section, new
language is added to indicate that a member
serves until a successor takes office. In
subsection (c)(2) of this section, language is
