(II) IDENTIFIES THE ROLE, FUNCTION, AND MISSION
OF EACH PUBLIC INSTITUTION OF POSTSECONDARY EDUCATION IN
THIS STATE.

(2)    THE BOARD SHALL SUBMIT TO THE GOVERNOR AND
THE GENERAL ASSEMBLY AN ANNUAL REVIEW OF THE PLAN BY JULY 1
OF EACH YEAR.

(3)    THE ANNUAL REVIEW SHALL INCLUDE A REPORT ON
THE STATUS AND NEEDS OF POSTSECONDARY EDUCATION IN THIS
STATE.

REVISOR'S NOTE: This section presently appears as Art.
77A, §30 (a), (b) — except the last two sentences -
and (c).

The present requirement for submitting the
initial plan is deleted as obsolete.

The only other changes are in style.

The last two sentences of present Art. 77A,
§30(b), on criteria for changing the name,
status, or government of institutions, now appear
in §12-112(a) of this subtitle.

12-112. CHANGE OF STATUS, NAME, OR GOVERNMENT OF
INSTITUTION.

(A)       AUTHORITY OF BOARD.

THE STATE BOARD FOR HIGHER EDUCATION SHALL DEVELOP
SPECIFIC CRITERIA FOR CHANGING THE STATUS, NAME, OR METHOD
OF GOVERNING ANY PUBLIC INSTITUTION OF POSTSECONDARY
EDUCATION. IF ANY PUBLIC INSTITUTION OF POSTSECONDARY
EDUCATION QUALIFIES FOR ANY CHANGE UNDER THESE CRITERIA, THE
BOARD SHALL MAKE APPROPRIATE RECOMMENDATIONS TO THE GOVERNOR
AND THE GENERAL ASSEMBLY.

(B)   CHANGE IN STATUS OF INSTITUTION.

THE STATUS OF A PUBLIC INSTITUTION OF POSTSECONDARY
EDUCATION MAY BE CHANGED ONLY:

(1)    WITH THE APPROVAL OF THE GENERAL ASSEMBLY;
AND

(2)   IF THE CHANGE RELATES TO THE NAME OR METHOD
OF GOVERNING THE INSTITUTION, ON THE RECOMMENDATION OF THE
STATE BOARD FOR HIGHER EDUCATION.

REVISOR'S NOTE: This section presently appears as the
last two sentences of Art. 77A, §30(b), and Art.
77A, §32(g).
