(II)     COOPERATIVE PROGRAMS AMONG THE PUBLIC
INSTITUTIONS TO ASSURE APPROPRIATE FLEXIBILITY IN THE
HIGHER EDUCATION SYSTEM; AND

(III)   STANDARDS FOR THE RECIPROCAL ACCEPTANCE OF
CREDITS;

(5)   ESTABLISH GENERAL GUIDELINES FOR FACULTY AND
ADMINISTRATIVE SALARIES FOR CONSIDERATION BY THE GOVERNING
BOARDS OF THE INSTITUTIONS;

(6)   STUDY AND RECOMMEND WAYS TO IMPROVE AND
COORDINATE STUDENT FINANCIAL ASSISTANCE PROGRAMS AND STATE
AND FEDERAL PROGRAMS OF SUPPORT FOR HIGHER EDUCATION; AND

(7)   REVIEW ANNUALLY THE LONG AND SHORT RANGE
PLANS, GOALS, AND OBJECTIVES OF EACH INSTITUTION FOR
CONSISTENCY WITH THE OBJECTIVES AND PRIORITIES OF THE BOARD.

(C)   PRIVATE INSTITUTIONS.

THE BOARD SHALL REVIEW AND MAKE RECOMMENDATIONS ON
PROGRAMS IN PRIVATE INSTITUTIONS OF HIGHER EDUCATION THAT

RECEIVE STATE FUNDS.

(D)   EXERCISE OF POWERS TO BE CONSISTENT WITH PLAN.

(1)   THE REVIEW AND RECOMMENDATIONS OF THE BOARD
CONCERNING THE PROGRAMS, OBJECTIVES, AND CAPITAL BUDGETS OF
INSTITUTIONS UNDER THIS SECTION SHALL BE CONSISTENT WITH THE
PLAN PROVIDED FOR IN §12-111 OF THIS SUBTITLE.

(2)   AS TO PROGRAMS AND OBJECTIVES, THE BOARD MAY
MAKE RECOMMENDATIONS AND REQUIRE MODIFICATIONS FOR
CONSISTENCY WITH THE PLAN.

(3)     HOWEVER, IN MAKING RECOMMENDATIONS FOR
MODIFICATIONS OF PROGRAMS AT COMMUNITY COLLEGES, THE BOARD
SHALL CONSIDER THE RECOMMENDATIONS OF THE STATE BOARD FOR
COMMUNITY COLLEGES.

REVISOR'S NOTE: This section presently appears as Art.
77A, §31 (c) — except the third sentence — (d),
and (e).

The only changes are in style.

The third sentence of present Art. 77A, §31 (c),
which requires proposals by community colleges
for capital projects be submitted to the Board
through the State Board for Community Colleges
now appears in Title 16 of this article on
Community Colleges.
