FOR THE PURPOSES OF THIS SUBTITLE, THE STATE OF
MARYLAND AND ITS AGENCIES AND INSTRUMENTALITIES AND THE

POLITICAL SUBDIVISIONS OF THE STATE AND THEIR WASHINGTON

COUNTY AND ITS AGENCIES AND INSTRUMENTALITIES HAVE THE
STATUS OF AN INTERESTED PERSON, PETITIONER, OR PARTY, AS THE
CASE MAY BE IN ALL MATTERS INCLUDING APPEALS.

THIS SUBTITLE MAY BE CITED AS THE "LOCAL WASHINGTON
COUNTY GOVERNMENT ADMINISTRATIVE PROCEDURE ACT."

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall supersede any rule making procedure of any agency
covered by this Act.

SECTION 3. AND BE IT FURTHER ENACTED, That a rule
adopted by an agency prior to the effective date of this Act
may not be enforced after January 1, 1979, unless a
certified copy of the rule is filed with the clerk of the
circuit court of the agency's county and the State
Department of Legislative Reference.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.
