AN ACT concerning
Department of General Services - Energy Conservation
FOR the purpose of directing the Department of General
Services to establish standards for life—cycle cost
analysis of alternative architectural and engineering
designs on all new State buildings after a certain
date; defining terms; providing that all construction
appropriations authorized after a certain date require
certain agencies to obtain evaluations of life—cycle
costs and energy consumption; requiring the Department
to define certain terms with supporting criteria;
requiring the Department to establish standards for
energy performance indices; and generally relating to
energy conservation and State building construction.

Section 25A through 25F, inclusive, to be under the new
subheading "Energy Conservation in Buildings"

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article 78A - Public Works
ENERGY CONSERVATION IN BUILDINGS
25A.
IN ORDER THAT ENERGY EFFICIENCY CONSIDERATIONS BECOME A
FUNCTION OF BUILDING DESIGN, AND ALSO A MODEL FOR FUTURE
APPLICATION IN THE PRIVATE SECTOR, IT IS THE POLICY OF THIS
STATE THAT BUILDINGS CONSTRUCTED AND FINANCED BY THE STATE
OR WITH STATE ASSISTANCE ARE TO BE DESIGNED AND CONSTRUCTED
IN A MANNER WHICH WILL MINIMIZE BOTH THE COST TO THE STATE
AND THE CONSUMPTION OF ENERGY RESOURCES USED IN THE
OPERATION AND MAINTENANCE OF BUILDINGS. TO ACCOMPLISH THE
DUAL BENEFITS OF COST AND ENERGY SAVINGS, A LIFE-CYCLE COST
AND ENERGY CONSUMPTION ANALYSIS SHALL BE CONSIDERED DURING
THE PRELIMINARY DESIGN OF NEW BUILDINGS.
