SERVICES.
(C) "ENERGY PERFORMANCE INDEX OR INDICES" (EPI) MEANS
A NUMBER DESCRIBING THE ENERGY REQUIREMENTS AT THE BUILDING
BOUNDARIES, PER SQUARE FOOT OF FLOOR SPACE OR PER CUBIC FOOT
OF OCCUPIED VOLUME, AS APPROPRIATE, UNDER DEFINED INTERNAL
AND EXTERNAL AMBIENT CONDITIONS OVER AN ENTIRE SEASONAL
CYCLE. AS EXPERIENCE DEVELOPS ON THE ENERGY PERFORMANCE
ACHIEVED WITH STATE BUILDINGS, THE INDICES (EPI) WILL SERVE
AS A MEASURE OF BUILDING PERFORMANCE WITH RESPECT TO ENERGY
CONSUMPTION.
(D) "BUILDING" MEANS A NEW BUILDING OR FACILITY WITH
AN AREA OF 5,000 SQUARE FEET OR GREATER, OR ANY ADDITION TO
AN EXISTING BUILDING THAT WILL ADD AT LEAST 10 PERCENT GROSS
FLOOR SPACE TO THE BUILDING, WHERE THE COST OF CONSTRUCTION
IS ESTIMATED TO EXCEED $25,000 OR ANY MAJOR RENOVATION TO AN
EXISTING BUILDING.
(E) "LIFE-CYCLE COSTS" MEAN THE COST OF INITIAL
CONSTRUCTION AND THE COST OF OPERATING AND MAINTAINING THE
BUILDING OVER THE LIFE OF THE STRUCTURE, INCLUDING THE COST
OF ENERGY CONSERVATION MEASURES TO REDUCE A BUILDING'S
ENERGY OR FUEL CONSUMPTION AND ANY OTHER COSTS INCIDENTAL TO
OWNING THE BUILDING.
(F) "ENERGY CONSUMPTION ANALYSIS" MEANS THE
EVALUATION OF ALL ENERGY CONSUMING SYSTEMS AND COMPONENTS BY
DEMAND AND TYPE OF ENERGY AND INCLUDES BUT IS NOT LIMITED
TO:
(1) ANY EQUIPMENT THAT IS EMPLOYED TO HEAT A
BUILDING;
(2) ANY EQUIPMENT THAT IS EMPLOYED TO HEAT
WATER USED IN A BUILDING;
(3) ANY EQUIPMENT ON THE SITE THAT IS EMPLOYED
TO GENERATE ELECTRICITY FOR THE BUILDING;
(4) ANY EQUIPMENT THAT IS EMPLOYED ON THE SITE
TO USE THE SUN, WIND, OIL, NATURAL GAS, COAL, AND
ELECTRICITY AS ITS POWER SUPPLY IN WHOLE OR IN PART;
(5) ANY EQUIPMENT THAT IS EMPLOYED TO COOL A
BUILDING; AND
(6) ENERGY CONSERVATION MEASURES INCLUDED IN
THE BUILDING DESIGN AND CONSTRUCTION THAT DECREASE THE
ENERGY REQUIREMENTS OF THE BUILDING IN WHOLE OR IN PART.

ALL CONSTRUCTION APPROPRIATIONS AUTHORIZED AFTER JULY
1, 1979 SHALL REQUIRE A STATE AGENCY, INCLUDING DISTRICT
SCHOOL BOARDS, TO DETAIN FROM THE DEPARTMENT A PROPER
EVALUATION OF LIFE-CYCLE COSTS AND ENERGY CONSUMPTION.
