1552 LAWS OF MARYLAND Ch. 418 (2) IN THE EVENT OF AN APPEAL, THE BOARD'S DECISION UPON ANY ISSUE OF FACT OVER WHICH IT HAS JURISDICTION SHALL BE FINAL AND CONCLUSIVE, UNLESS IT IS FRAUDULENT, ARBITRARY, OR CAPRICIOUS, OR SO GROSSLY ERRONEOUS AS NECESSARILY TO IMPLY BAD FAITH, OR IF IT IS NOT SECTION 2. AND BE IT FURTHER ENACTED, That it is the intention of the General Assembly in the adoption of this Act that no current or former employee of the State of Maryland, including contractual employees, within one year after the employment has ceased, may be appointed as__a member of the Board of Contract Appeals created by this Act. SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act prospectively__and may not be applied or interpreted to have any effect upon or application to any contract entered into Approved May 16, 1978.
