(c) (1) An amount equivalent to [$75] $100 per
student enrolled on September 30 of the school year for
which the calculation is made shall be added to the State
share of basic current expenses for a county that has a
population density of over 8,000 per square mile as
determined by the Department of Health and Mental Hygiene.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978, contingent upon an
appropriation contained in the Budget Bill for fiscal year
1979 adequate to fund the increase in the amount added to
the State share of the basic current expenses for public
education for jurisdictions with a certain population
density, and if said appropriation is not made in the Budget
Bill, this Act shall be null and void without the necessity
of further action by the General Assembly.

AN ACT concerning

Public Education - Funding

FOR the purpose of changing certain definitions of real

     property used to determine the amount of basic current

expenses for education to be shared by the State, the
counties, and Baltimore City; changing the formulae for
calculation of the State share of the basic current
expenses and the uniform percentages for counties for
public education; and providing that this Act is
contingent upon a certain appropriation in the Budget
Bill.
