prescribing the Board's membership, term of office,
compensation, removal, disqualification, jurisdiction,
duties and functions; authorizing a staff for the
Board; providing that the Administrative Procedure Act
does not apply to a proceeding under this subtitle;
authorizing the Board to issue rules and regulations
governing its proceedings; granting any aggrieved party
the right to appeal a final decision to the Court of
Special Appeals to a certain court; setting forth
appeal procedures; defining the standard for judicial
review from a decision by the Board; providing for the
prospective application of the Act; and generally
relating to the creation and operation of the Board of
Contract Appeals of the Department of Transportation.
