requiring a local
contribution for the balance
of the capital costs, are
waived. However, the State's
share shall not be less than
75 percent and the center
shall comply with all other
provisions of Article 27, §§

SECTION 2. AND BE IT FURTHER ENACTED, That the
provisions of Section 10 of Chapter 195 of the Acts of 1973,
as amended by Chapter 563, § 1 of the Acts of 1975, and as
farther amended by Chapter 334, §5 of the Acts of 1977, be
and they are hereby waived insofar as they impose a time for
placing under contract the following projects in Section 5
of said Chapter 195:
Division of Correction — Headquarters — Construction of
a Community Correctional Center in Prince George's County,
$2,000,000, Section 5.2(K)(1)(a) of Chapter 195 and found on
pages 299-300 of the Laws of 1973, as amended in Section 1
of Chapter 334 of the Acts of 1977 and in Section 1 of this
Act, providing for a Community Adult Rehabilitation Center
in Prince George's County;
Division of Correction — Headquarters — Construction of
a Community Correctional Center in Baltimore City,
$1,925,000, Section 5.2 (K)(1)(b) of Chapter 195 and found on
page 300 of the Laws of 1973, as amended in Section 1 of
Chapter 334 of the Acts of 1977 and in Section 1 of this
Act, providing for a Community Adult Rehabilitation Center
in Baltimore City;
The aforementioned items are described by reference,
but every such reference shall be deemed to include the full
description of the item set forth in Chapter 195 of the Laws
of 1973, as amended in Section 1 of Chapter 334 of the Acts
of 1977 and in Section 1 of this Act. There shall be
allowed an additional period of two years beginning on the
effective, date of this Act, for placing the aforementioned
projects under contract. If said projects, or any of them,
shall not have been placed under contract within a period of
two years beginning on the effective date of this Act, then,
as to any such project not so placed under contract, it
shall be deemed to have been abandoned, and the other
provisions of Section 10 of Chapter 195 of the Acts of 1973
shall be fully effective as to such project.
SECTION 3. AND BE IT FURTHER ENACTED, That the
provisions of Section 10 of Chapter 289 of the Acts of 1974,
as amended by Chapter 774 of the Acts of 1976, be and they
are hereby waived insofar as they impose a time for placing
under contract the following project in Section 5 of said
Chapter 289:
