PRIOR TO THE OBTAINMENT OF APPRAISALS AND PROPERTY SURVEYS.
THE ADMINISTRATION SHALL;
(1) NOTIFY THE LOCAL GOVERNING BODY OF ANY COUNTY AND
ANY MUNICIPALITY WITHIN WHICH THE PROPERTY IS LOCATED OF THE
INTENT TO ACQUIRE THE PROPERTY AND THE PURPOSE FOR WHICH IT
IS TO BE ACQUIRED; AND
(2) PROVIDE SUCH LOCAL GOVERNING BODIES AT LEAST 30
DAYS IN WHICH TO SUBMIT COMMENTS ON THE PROPOSED
ACQUISITION.
ACQUISITIONS FOR TRAFFIC SIGNALS, SAFETY AND
RESURFACING__AND SPOT IMPROVEMENT PROJECTS ARE EXEMPT FROM
THESE REQUIREMENTS.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning
State Highways - Needs Inventory and
Construction Planning Procedures
FOR the purpose of requiring the State Highway
Administration to submit certain highway needs
inventories to local governing bodies and certain
members of the General Assembly; providing a procedure
by which items may be added to or deleted from the
needs inventories; providing for certain phases in the
planning and construction of primary and secondary
highways; requiring the State Highway Administration to
identify items for construction; requiring the approval
of certain project planning and construction by local
governing bodies and certain members of the General
Assembly; providing for changes in the planning or
construction of highways upon the actions of local
governing bodies or certain members of the General
Assembly; requiring the State Highway Administration to
submit annually certain reports to the General Assembly
and local governing bodies; requiring the State Highway
Administration to follow certain budgetary procedures;
requiring the Department of Transportation to develop
certain standards and procedures; and generally
relating to the highway needs inventories and
construction program.
