SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article — Transportation

[8-610.

(a)    (1) To inform the General Assembly and the
Executive Department of this State on current highway needs
and costs, the Administration shall submit to the General
Assembly and the Governor a 20—year highway needs study.

(2) This study shall be updated and resubmitted
to the General Assembly and the Governor every 2 years.

(b)    The 20—year highway needs study and each biennial
revision of it shall be based on the latest cost estimates
and highway needs.

(c)    As to the establishment of construction
priorities and the inclusion of highway projects in any
county, before each biennial revision of the 20—year highway
needs study is submitted to the General Assembly and the
Governor, the revised study shall have been approved by a
majority of:

(1)  The members of the governing body of the
county;

(2)   Those members of the House of Delegates that
represent the county; and

(3)   Those members of the State Senate that
represent the county.]

(a) The Administration shall develop and carry out a
primary highway construction and reconstruction program.
This program shall be updated annually and submitted in its
budget to the General Assembly, for the review and approval
of the General Assembly. Projects in the primary highway
