(IV) A PERSON WHO HAS NO CHARGES PENDING

AGAINST HIM FOR A CRIME PUNISHABLE BY A FINE OF $500 OR

MORE, OR BY IMPRISONMENT FOR MORE THAN SIX MONTHS, OR BOTH,

AND HAS NOT BEEN CONVICTED OF SUCH A CRIME OR RECEIVED A

SENTENCE OF A FINE OF $500 OR MORE, OR OF IMPRISONMENT FOR

MORE THAN SIX MONTHS, OR BOTH UNLESS THE PERSON HAS BEEN

PARDONED; AND

(IV) A PERSON WHO HAS NEVER BEEN CONVICTED
OF ANY CRIME INVOLVING MORAL TURPITUDE; AND

                   (V) A PERSON DISTINGUISHED FOR HONOR,

INTEGRITY, AND WISDOM.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.
