STATES; OR (2) NEW TWO-STAGE VEHICLES COMPLETED OUTSIDE
OF THE UNITED STATES BY A SECOND-STAGE MANUFACTURER. REVISOR'S NOTE: This subsection is new language
added as a modification, for purposes of this
subtitle, of the basic, broader definition of
"distributor" in §11-112 of this article. Item (1) of this subsection is derived from
Art. 66 1/2, §5-702(a). Item (2) of this subsection is new language
derived from Art. 66 1/2, §3-113.1A(b)(1),
which, as recently enacted by Ch. 425, Acts of
1976, requires a "second—stage manufacturer"
to be licensed, and from Art. 66 1/2,
§3-113.3(c)(2), which, by definition,
incorporates into that reference to a
"manufacturer" any person "who distributes the
vehicles of the manufacturer". The phrase
"completed outside of the United States" —
which conforms with the preexisting
distinction established by present Art. 66 1/2
between distributors and manufacturers of
Class A and Class B vehicles (as now set forth
in item (1) of this subsection and item (1) of
subsection (e) of this section) — is added to
clarify the intent of the somewhat, inchoate
legislation (Ch. 425, Acts of 1976) by which
this new form of industry regulation was
enacted, as that intent has been explained to
the Commission by the Administration. This
interpretation is supported by the phrase in
present §3-113.lA(b) (1) which requires
licensure of second—stage manufacturers "in
accordance with" the preexisting provisions
governing the licensure of manufacturers,
distributors, and factory branches in Class A
or Class B vehicles. See, also, revisor's
note to subsection (c) of this section, As to the phrase "new Class A ... or Class B
vehicles", see §15-101 (c) of this title. As
to the term "two-stage vehicle", see
§15-101(d) of this title. As to the term
"second—stage manufacturer", see subsection
(f) of this section and §13-113.2 of this
article. (C) FACTORY BRANCH. "FACTORY BRANCH" MEANS A BRANCH OFFICE OF A
MANUFACTURES FROM WHICH THE MANUFACTURER: (1) SELLS OR PROMOTES THE SALE TO DEALERS IN
THIS STATE OF A PARTICULAR BRAND OR MAKE OF NEW CLASS A
