THE REGISTRATIONS AND REGISTRATION PLATES OF ALL
OTHER CLASSES OF VEHICLES EXPIRE ON APRIL 30 OF EACH
SUCCEEDING YEAR. REVISOR'S NOTE: This section is new language derived
from Art. 66 1/2, §3-412 (a) and (b). The last two sentences of present Art. 66 1/2,
§3-412(a), relating to general substitute
plates, are transferred to §13-410(d) of this
subtitle. Present §3-412(c), relating to the special fee
for "dump service registration" vehicles for
the license year 1975 — 76, is deleted as now
obsolete. In subsection (c) of this section, "May 31" is
substituted for the present "30th day of May"
to correct an apparently inadvertent error and
conform this expiration date to that of all
others; i.e., on the last day of a given
month. The only other changes are in style. As to the referenced provision for validation
tabs, see §13-410(d) of this subtitle. 13-413. RENEWAL OF REGISTRATION. (A)   BY WHOM AND HOW MADE. THE OWNER OF A REGISTERED VEHICLE MAY APPLY FOR
RENEWAL OF THE REGISTRATION ON THE FORM THAT THE
ADMINISTRATION REQUIRES. (B)   ISSUANCE OF NEW CARDS AND PLATES OR TABS; EARLY
DISPLAY PROHIBITED. (1)    AT ANY TIME BEFORE OR AFTER A
REGISTRATION EXPIRES, THE ADMINISTRATION MAY ACCEPT
APPLICATIONS FOR RENEWAL OF REGISTRATION, GRANT THE
RENEWAL, AND ISSUE NEW REGISTRATION CARDS AND PLATES OR
VALIDATION TABS. (2)    A PERSON MAY NOT DISPLAY THE NEW
REGISTRATION PLATES OR THE NEW VALIDATION TABS ON A
VEHICLE BEFORE: (I)   MARCH 1 FOR THOSE REGISTRATIONS THAT
EXPIRE ON MARCH 31; (II)    APRIL 1 FOR THOSE REGISTRATIONS THAT
EXPIRE ON APRIL 30; OR
(III) MAY 1 FOR THOSE REGISTRATIONS THAT
EXPIRE ON MAY 31.
