conflicts of interest and possible conflicts of
interest on the part of Board members and to
provide for removal from office of those members
in certain instances; to specify the authority of
the Health Systems Agency, comprising the County
Council and County Executive, as exercised in
certain particular areas over the Board; to
establish a Department of Health Systems Services
to provide staff support to the Board; to specify
the manner of appointment of a Department Director
and to provide for additional staff; to authorize
the Department to contract, subject to certain
conditions, services and consultants to assist in
the exercise of its responsibilities; to provide
for the preparation of a Health Systems Plan; to
specify the contents of the Health Systems Plan
and the procedure for public review and comment on
the plan; to provide for the establishment and
annual review of an Annual Implementation Plan and
to specify the contents and procedure for public
review and comment on that plan; to set forth
requirements for public notice and public hearings
in general on matters conducted by the Health
Services Planning Board; to provide for public
access to records and data of the Health Services
Planning Board; to specify certain conditions and
limitations on the acceptance by the Health
Services Planning Board of private funds,
services, or facilities; to require the
preparation and dissemination of an annual report
by the Health Services Planning Board; to provide
a prohibition against discrimination in connection
with the participation in or receipt of benefits
under any program or activity of the Health
Systems Agency; to authorize the County Executive,
subject to approval by the County Council, to
adopt general rules and regulations for the
implementation of this Article III; and to
authorize the Health Services Planning Board to
adopt certain rules and regulations for the
internal operations of the Board and other rules
and regulations as may be required to be adopted
by that body under state and federal laws or
regulations.
