WHEREAS, existing litigation has cast uncertainty
surrounding the validity of the enactment of certain
sections or the Anne Arundel County Code relating to
special exceptions for the operation of sanitary
landfills by Anne Arundel County and the City of
Annapolis, it is the purpose of this Ordinance to rectify
any pre—existing defects in the enactment of those
sections.

responsibilities of the Director of Finance in
connection therewith, to describe the amount,
duration, and terms of repayment of such loans, and
the temporary nature and purpose of such loans, by
adding new Section 11—21.1 to the Baltimore County
Code, 1968, title, "Finance and Taxation", Article
II, "Director of Finance," Division 1, "Generally".
