[6. Because of the need to implement the
measures contained in this Order immediately, it may
not be feasible to obtain the prior approval of the
Committee on Administrative, Executive and
Legislative Review. Therefore, this Order shall
take effect as provided above. A copy of this Order
has been communicated to the Chairman of that
Committee, and efforts are being made for the
committee to meet and consider this Order prior to
its effective date. Unless disapproved by the
Committee in accordance with Article 41, § 15B of
the Annotated Code of Maryland, this Order shall
remain in effect until rescinded.]

EXECUTIVE ORDER OF MARCH 18, 1977
COMMISSION ON ETHNIC AFFAIRS
WHEREAS, The diverse racial and ethnic communities in the
State of Maryland are a vital part of the cultural
life of the State; and
WHEREAS, These communities represent a mosaic of peoples
with individual traits and values who are commonly
citizens of Maryland; and
WHEREAS, A healthy pluralistic society requires a common
understanding of the cultures and traditions of all
ethnic and racial communities; and
WHEREAS, There exists a need to bestow official
recognition on all ethnic and racial communities in
Maryland and to coordinate the activities of all
such communities for the better understanding of our
society; and
WHEREAS, There is a need for a representative body of
people to serve as a catalyst for the coordination
of the activities of the diverse ethnic communities
of Maryland;
NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF MARYLAND,
BY VIRTUE OF THE AUTHORITY VESTED IN ME BY ARTICLE
II, SECTION 24, OF THE CONSTITUTION OF MARYLAND AND
BY ARTICLE 4 1, SECTIONS 15, 15C, AND 15CA OF THE
ANNOTATED CODE OF MARYLAND, HEREBY ISSUE THE
FOLLOWING EXECUTIVE ORDER:
