EXECUTIVE ORDERS
natural gas, synthetic gas, oil, and electricity —
impacts upon the supply and distribution of each
such form of energy, and the conservation measures,
to be successful, must apply to all energy; and WHEREAS, In order to supplement that voluntary
conservation effort, there are certain reasonable
measures requiring the issuance of an Order pursuant
to the Governor's Emergency Energy Powers that can
be taken to further conserve the use of energy, to
alleviate problems in the distribution of oil, and
to maximize the production and distribution of
energy; NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME
BY ARTICLE 41, SECTION 15B OF THE ANNOTATED CODE OF
MARYLAND, AND BECAUSE I AM ADVISED AND INFORMED THAT
THE FOLLOWING IS REASONABLE AND NECESSARY IN VIEW OF
THE SITUATION OF EMERGENCY, DO HEREBY PROCLAIM AND
ISSUE THE FOLLOWING ORDER, EFFECTIVE 12:01 A.M.,
FEBRUARY 1, 1977: 1.     (a) Subject to the provisions of paragraph 1
(b) hereof, in all buildings, or parts of
buildings, owned, leased, or occupied by the
State or a county, municipality, city, or
other public entity in the State, the
thermostat shall be maintained at not more
than 65°F in working areas, and not more than
60°F in non—working areas. However, this
limitation does not apply to hospitals or
related institutions, or to laboratories or
other areas in which a higher temperature is
necessary to the maintenance of heat
sensitive equipment or processes. (b) In the event of a conflict between the provisions of paragraph 1(a) and       the requirements of a curtailment plan adopted    by
a utility pursuant to curtailment policies adopted by the Federal Power Commission    and the Maryland Public Service Commission,   the
latter requirements shall apply. 2.    The limitation of 73,280 pounds on the gross
weight of vehicles or combinations with five
axles, provided for in Article 66 1/2,
§14-109(b) of the Annotated Code of Maryland,
as amended or replaced from time to time, is
suspended with respect to tankers transporting
petroleum products; and a limitation of 80,000
pounds gross weight or the transporting of not
more than 8,000 gallons of petroleum products,
whichever is heavier, is substituted therefor
with respect to such tankers transporting
