MANDEL, GOVERNOR OF MARYLAND, HEREBY PROCLAIM THAT A
STATE OF EMERGENCY EXISTS IN ANNE ARUNDEL,
BALTIMORE, CALVERT, CECIL, CHARLES, DORCHESTER,
HARFORD, KENT, QUEEN ANNE'S, SOMERSET, ST, MARY'S,
TALBOT AND WICOMICO COUNTIES.
EXECUTIVE ORDER OF JANUARY 31, 1977 ENERGY EMERGENCY PROVISIONS WHEREAS, I, MARVIN MANDEL, Governor of the State of
Maryland, did on November 14, 1973, proclaim that a
state of emergency existed within the area
constituting the entire State of Maryland by reason
of an acute shortage in usable energy resources; and WHEREAS, I further proclaim that, in accordance with the
procedures contained in Article 41, Section 15B of
the Annotated Code of Maryland, I would promulgate
reasonable Orders, Rules and Regulations, as I deem
necessary, to protect the public health, safety and
welfare and to bring the emergency situation under
control; and WHEREAS, The severe cold weather during the month of
January, 1977, has created acute shortages in the
total supply of natural gas available to the State,
and has caused parts of the Chesapeake Bay and its
tributaries to freeze, thereby creating major
problems in the distribution of fuel oil to homes,
utilities, and other commercial and industrial
establishments; and WHEREAS, Acting pursuant to curtailment policies
established by the Federal Power Commission, the
major suppliers of natural gas in the State have
already terminated the supply of natural gas to
customers on an interruptable basis, and have
requested other industrial and commercial customers
to cease using natural gas except as needed to
protect their property; and WHEREAS, Absent an unexpected warming trend in February,
the shortages in the supply of natural gas and the
problems in distributing fuel oil will become much
worse unless strict conservation measures are
implemented and all unnecessary use of energy is
curtailed; and WHEREAS, Although the principal shortage is in the supply
of natural gas, the use of all forms of energy —
