EXECUTIVE ORDERS

by the authority vested in me by Article 41, §231Q
of the Annotated Code of Maryland, do hereby:
1. Declare that an emergency exists,
within the meaning of §231Q of Article 41 of
the Code, with respect to the design and
construction of the conversion of the
Correctional Camp Center at Jessup into a
medium security facility;
2- Direct, in light of the emergency, that
the Department of Public Safety and
Correctional Services, as the "using" agency,
request that the General Professional Services
Selection Board waive the provisions of §231-0
of Article 41 with respect to that project;
and
3. Request that the General Professional
Services Selection Board honor the request of
the Department of Public Safety and
Correctional Services and waive the provisions
of §231—0 with respect to that project;

PROCLAMATION OF JANUARY 17, 1977
STATE OF EMERGENCY - CHESAPEAKE BAY
WHEREAS, I, Marvin Mandel, Governor of the State of
Maryland, have been advised and informed that the
adverse weather conditions beginning on January 9,
1977, have resulted in portions of the Chesapeake
Bay and adjacent rivers in the State of Maryland
being frozen; and
WHEREAS, Said weather conditions are expected to continue
for an indefinite period of time; and
WHEREAS, Said weather conditions have resulted in the
unemployment of thousands of persons in the seafood
and related industries, and have curtailed the
movement of oil and other resources required by
Maryland residents; and
WHEREAS, Said weather conditions significantly affect the
safety and welfare of the citizens of Maryland;
NOW, THEREFORE, Pursuant to the authority vested in me by
the Constitution and laws of the State of Maryland,
including, but not limited to Article 16A of the
Annotated Code of Maryland, and the Maryland
Disaster Assistance Plan adopted by Executive Order
of September 26, 1975, pursuant thereto, I, MARVIN
