WHEREAS, Under CETA, the United States Secretary of Labor
is authorized to designate "prime sponsors" in the
State, consisting of political subdivisions or
groups of political subdivisions meeting certain
federal criteria; and
WHEREAS, Pursuant to that authority, the Secretary of
Labor has designated five prime sponsors in
Maryland, namely: (1) Western Maryland, consisting
of Garrett, Allegany, Washington, and Frederick
Counties; (2) Metropolitan Baltimore, consisting of
Baltimore City and Anne Arundel, Baltimore, Carroll,
Harford and Howard Counties; (3) Prince George's
County; (4) Montgomery County; and (5) with respect
to the balance of the State, consisting at present
of the Eastern Shore and Southern Maryland Counties,
the Governor; and
WHEREAS, CETA requires each prime sponsor to have a
Planning Council to advise it through its governing
body; and
WHEREAS, In accordance with these requirements of CETA,
it is necessary to create a State Manpower Services
Council to perform the functions set forth in
Section 107 of CETA, and also to create a Planning
Council to advise the Governor in his capacity as
prime sponsor for the "balance of the State";
NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF MARYLAND,
BY VIRTUE OF THE AUTHORITY VESTED IN ME BY ARTICLE
II, SECTION 24, OF THE CONSTITUTION OF MARYLAND, BY
ARTICLE 41, SECTIONS 15, 15C, AND 15CA OF THE
ANNOTATED CODE OF MARYLAND, AND BY THE PROVISIONS OF
THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT OF
1973, HEREBY ISSUE THE FOLLOWING EXECUTIVE ORDER:
1. Rescission of Previous Executive Order.
The Executive Order issued by me on
October 8, 1970, to implement the CAMPS
program is rescinded.
2. State Manpower Services council.
(a) The State Manpower Services
Council is created.
(b) The Council consists of fifteen
persons appointed by the Governor,
who shall serve at the pleasure of
the Governor. The Chairman shall
be designated by the Governor.
