This bill authorizes a $750,000 State debt to assist
in constructing and equipping a Calvert County Jail
Facility.
Senate Bill 654, which was enacted by the General
Assembly and signed by lieutenant Governor Blair Lee III
in his capacity as Acting Governor on May 26, 1977,
accomplishes the same purpose.
Therefore, it is unnecessary for me to sign House
Bill 1313.

AN ACT concerning
Budget and Fiscal Planning - Energy Conservation
Standards
FOR the purpose of requiring that certain plans and
specifications include a statement that certain
proposed projects meet a certain energy conservation
standard; and renumbering.

Dear Mr. Speaker;
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
1329.
This bill amends Article 15A, Section 10, to require
that, the preliminary plans and specifications required
to accompany any capital project submitted to the General
Assembly "certify that the proposed project will meet
energy conservation standards at least as stringent as
those set forth in the 'energy conservation in new
building design' developed by the American Society of
Heating, Refrigerating, and Air-conditioning Engineers,
Inc. or any similar standard imposed by the Department of
