I am informed that the intent of the sponsors of the
bill was to increase the number of quarts of each brand
of wine that a person may purchase in these counties.
The current limitation is one quart of each brand per
person per year. However, the language added to the
statute clearly sets the limit a "four quarts per person
per year", without reference to the number of brands.
This provision would almost certainly be construed as
limiting, rather than increasing, the quantity of wine
which may be purchased at certain locations in these
counties.
The sponsors of House Bill 1296 have indicated to me
that they would prefer that this bill be vetoed.
For these reasons, I have decided to veto House Bill
1296.

House Bill No. 1313 - State Debt - Calvert County Jail
AN ACT concerning
Creation of a State Debt - Calvert County Jail
FOR the purpose of authorizing the creation of a State
Debt in the amount of $750,000, the proceeds to
assist in the construction and equipping of a new
Calvert County Jail Facility, subject to the
requirement that Calvert County provide at least an
equal and matching sum for the same purpose; and
providing generally for the issue and sale of bonds
evidencing the loan.
