Standards, or other Federal Agency".
I am advised by the Secretary of General Services
that the Department presently utilizes the standards
developed by the American Society of Heating,
Refrigerating, and Air-conditioning Engineers, Inc.; and
there would certainly be no problem in having the plans
and specifications submitted pursuant to Section 10
certify that the project complies with those standards.
The problem with the bill is in the language "or any
similar standard imposed by the Department of Housing and
Urban Development, the National Bureau of Standards, or
other federal Agency." Too often, the State has been
caught in the middle when various federal agencies, each
purporting to exercise some jurisdiction over a State
activity, adopt different, and often inconsistent,
standards and regulations; and that is precisely what
House Bill 1329 would allow to happen. The bill does not
provide which standard would apply if different ones were
adopted by these agencies; nor does it provide for who
would judge the similarity or dissimilarity in any of
these standards.
For this reason, I have vetoed House Bill 1329.

Democratic Party Central Committee
FOR the purpose of requiring that the constitution of the
State Democratic Party Democratic Party central
committee follow certain accounting procedures which
generally relate to accountability for funds raised
and distributed and expenditures made by the Party a
State the Democratic Party central committee and in
the name of the Party State Democratic Party central
committee; and generally relating to fund raising by
the Maryland State Democratic Party State Maryland
State Democratic Party central committee.
