of terrapin in Maryland, and allows legally caught
terrapin to be kept.
The sponsor of Senate Bill 751 has requested that I
veto this measure.

Waste
AN ACT concerning
Baltimore County — Sanitary Landfills
FOR the purpose of prohibiting the installation of
certain landfills in Baltimore County within a
certain distance of residential property.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
790.
This bill prohibits the Department of Health and
Mental Hygiene from issuing a permit for the installation
of a hazardous waste sanitary landfill within 1,500 feet
of any residential property in Baltimore County. Thus,
Senate Bill 790 has the effect of eliminating almost all
potential sites for such a landfill in Baltimore County.
Disposal of hazardous wastes is a major problem for
many types of industry, a problem which is exacerbated in
heavily populated regions such as the Baltimore
metropolitan area where so few suitable sites exist. By
