of the Executive to determine the appropriate AFDC grant
level for fiscal years 1979 to 1982. Without such
flexibility, fluctuations in general fund revenue cannot
be considered. I believe that grant levels should be
structured within the parameters of the most recent
revenue estimates, rather than being tied to a statutory
schedule of benefits which makes no allowance for
possible depressed revenue estimates.
Finally, it is relevant that the Carter
Administration will be proposing a massive reform of the
welfare system which may include a federal preemption of
the entire system. Whether such a proposal actually
includes national standards for the welfare system or
national funding of the entire system, or both, I believe
that the State, in light of the fiscal implications of
Senate Bill 715, should await the decisions of the
President and the Congress.
For these reasons, and at the request of the
Secretary or Budget and Fiscal Planning, I have decided
to veto Senate Bill 715.
